Shigeru Daimonji, the Secretary of National Defense, has ordered Yua Yaiba/Kamen Rider Valkyrie to eliminate Kamen Rider MetsubouJinrai. While she hesitates to act on this directive, the Rider itself sets sights on Valkyrie.
